On-site inspections of credit information offices in Cameroon
These are inspections organized by BEAC on Credit Information Offices, their subsidiaries, branches and representative offices in Cameroon.
The BEAC (Bank of Central African States) shall inform the Credit Information Office concerned of the dates of the on-site inspections and the provisional list of documents and information to be made available to the inspection team.
The Credit Information Office in Cameroon grants the audit team full access to its premises and information system, as well as to all documents, information, and intelligence necessary for the conduct of the audit.
The findings of the audit and the resulting recommendations are communicated to the audited Credit Information Office in Cameroon in a report within two (2) months of the completion of the on-site inspection. This report specifies, where applicable, any regulatory violations committed by the Credit Information Office, as well as any breaches of professional conduct rules and any other irregularities in the management of this institution.
The Credit Information Office has fifteen (15) working days from the date of receipt of the BEAC (Bank of Central African States) report to submit its observations in writing. After this period, the report becomes final.
The BEAC notifies the final version of the report to the Credit Information Office, the COBAC (Central African Banking Commission), and the Monetary Authorities of the CEMAC (Economic and Monetary Community of Central Africa) member states.
The final report includes recommendations for correcting any anomalies, deficiencies, or shortcomings identified.
Upon notification of the final version of the BEAC audit report, the BIC takes the necessary steps to ensure the diligent implementation of the audit recommendations. A report on the implementation of these measures is regularly sent to the BEAC.
BIC COMPLIANCE AUDIT
The annual compliance audit covers the regulatory, technical, and operational aspects of the Credit Information Office activities.
This audit is conducted by a firm selected by the Credit Information Office within three (3) months of the end of each fiscal year.
The Credit Information Bureau selects the firm to conduct the compliance audit based on a call for expressions of interest.
The selected firm is appointed to conduct the audit of the Credit Information Office for a three (3) year term, renewable once.
The Credit Information Office informs the BEAC of this appointment within one (1) month of the firm's selection.
The findings of the external audit and the resulting recommendations are communicated to the audited Credit Information Bureau.
A copy of the final audit report is sent to the BEAC by the firm no later than two (2) months after the completion of the external audit. The Credit Information Bureau ensures compliance with this obligation.
The Credit Information Bureau takes the necessary steps to ensure diligent implementation of the recommendations from the external compliance audit report and reports quarterly to the BEAC.
