FOREIGN EXCHANGE ACCOUNTS FOR RESIDENTS AND NON-RESIDENTS IN CAMEROON AND CEMAC
In Cameroon, foreign exchange accounts are strictly regulated by the Bank of Central African States (BEAC) in accordance with the applicable regulatory framework across the CEMAC zone. Non-residents are permitted to open foreign currency accounts subject to notification to the Central Bank, whilst resident individuals are generally prohibited from holding such accounts domestically with exceptions applicable solely to companies operating in the extractive sector.
For Non-Residents
Eligibility: Non-residents including international corporations and individuals are permitted to open foreign currency accounts within credit institutions operating in the CEMAC zone, provided that the Bank of Central African States (BEAC) is duly notified of such accounts.
Requirements: Applications must be accompanied by a valid identity document such as a passport or residence permit proof of the applicant's foreign address, and documentation justifying the origin of the foreign currency.
Restrictions: Such accounts may not be credited in CFA Francs, nor may they be utilized to meet local expenses through direct withdrawals. The maintenance of a negative balance on such accounts is strictly prohibited.
For Residents
Restrictions: Residents including both individuals and domestically incorporated companies are prohibited by the Bank of Central African States (BEAC) from holding or opening foreign currency accounts, whether within or outside the CEMAC zone, in the absence of special authorization from the competent authority.
Exceptions:
Extractive Companies: Companies operating in the mining, oil, and gas sectors are permitted to open foreign currency accounts subject to the strict conditions prescribed by the Bank of Central African States (BEAC), for the purpose of managing their foreign earnings.
Exemptions for Extraterritorial Operations: Legal entities are entitled to submit applications for the requisite authorizations through authorized credit institutions such as Société Générale Cameroun .
Transfer & Exchange Rules
Transfer Limits: Any transfer over 1,000,000 Fcfa (One Million XAF) outside CEMAC requires extensive supporting documents regarding the origin of the funds.
Allowances: Business travel and international transfers are subject to specific allowances and require the submission of duly validated supporting documentation including, where applicable, flight tickets, tax identification cards, and authorization from the Ministry of Finance ( MINFI ).
